That location is outside the area that is covered by the USGS data set, if you check the web page for the terrain plugin is has a coverage map and says that the streamed elevation data covers a region between 60 degrees North and 54 degrees South. If you can find DEM files in 1 degree tiles you could download those files and put them in the right cache folders with the correct names and the plugin will load them but we can find no free to use data source for any such data.
